The French [h] can be either silent, that is without sound or letter value or it can be aspirated with the value of a sound or letter. The word initial [h] either makes the vowel drop from the preceding word or not. It is a phenomenon which operates at word boundaries.
Mostly silent: the [e] or [a] of the preceding word is dropped and replaced by an apostrophe

Aspirated: the [e] or [a] of the preceding word is NOTdropped before numerals

Isolated exceptions: the [e] or [a] of the preceding word is NOTdropped.
